RKM doctors successfully remove 50 tumours

ITANAGAR, Aug 19: In a rare surgery, 50 tumours were successfully removed from a woman's uterus at Rama Krishna Mission Hospital in Itanagar on August 15 by a surgery team led by senior Gynaecologist, Dr Posting Bayang.

In her 30s, the patient from Arunachal was reportedly suffering from heavy and painful menstrual bleeding for several years, leading to anaemia. She also has had multiple blood transfusions. Reportedly, she had consulted various medical institutes and doctors, including NEIGRIHMS in Shillong and was advised to undergo hysterectomy, a medical procedure to remove all or part of the uterus.

It was informed that on investigation she was found with multiple tumours in the uterus known as myomas and the decision for surgery was crucial and risky at the same time since the patient is young. The team successfully conducted a three-hour myomectomy surgery to preserve her fertility. The patient was later discharged from the hospital.

IPPBs for rural Arunachal by end of year

ITANAGAR, Aug 19: The Indian Postal Department is all set to launch the India Postal Payment Bank (IPPB) by the end of this year to cater to the rural populace of Arunachal Pradesh in line with regular banks.

Informing this during a release of special postcards at the Itanagar Head Post Office on Saturday, Regional Director of Postal Services, Som Kamei said that the Government of India envisions to open 650 branches of IPPBs across the country, with 47 branches in North East India and nine branches in Arunachal Pradesh.

The IPPB headquarter is expected to be launched in Itanagar by September-October and in the entire state by the end of the year.

A technology driven project under the Government of India to bring rural areas closer to the Digital India initiative, these IPPBs would initially provide almost all banking facilities, barring credit cards and loans for the time being.

Postman services would also be utilised to provide doorstep banking facilities to the rural masses.

Currently, post offices work under the Ministry of Finance as an agency, but these IPPBs would be under the Postal Department and be manned by professional bankers.

Earlier, releasing the 21 postcards under 'Enchanting Arunachal Pradesh', the DPS said that it was an endeavour of the Postal Department to highlight the tourism aspects of Arunachal Pradesh and would also serve as a souvenir for visiting tourists. The postcards are priced at Rs 5 a piece, while the set of 21 postcards would come at a price of Rs 105.

Pema calls on President

NEW DELHI, Aug 19: Chief Minister Pema Khandu, accompanied by Deputy Chief Minister Chowna Mein and State BJP President Tapir Gao called on President Ram Nath Kovind at the Rashtrapati Bhavan on Saturday and congratulated him on being elected the President of India.

In his interaction with the delegation, the President expressed concern over the flood situation in Arunachal Pradesh. He conveyed deep sense of condolence and prayed for the lives lost in the landslide at Laptap village. The President also assured to visit Arunachal within this year on a suitable event as assured earlier in his last visit to the state on July.

Stating that he would rise above party politics and that his effort will be to take every state in the country towards prosperity, the President advised the leaders from Northeast to work in unison in promoting the region under the Prime Minister's 'Act East Policy'. (CMO)

‘Irregular power supply affects Smart Classes’

ITANAGAR, Aug 19: TGT, Mohendro Mitkong informed that irregular power supply is the main hurdle in the way of conducting regular Smart Classes in the school.

Speaking during a parent-teacher association meeting at Government Secondary School Kiyit on Friday, he highlighted the advantages of Smart Class teaching using K-YAN projector cum computers, adding that it creates interest among the students with latest updated teaching aids and knowledge.

He said that GSS Kiyit conducts smart class on regular basis, but rued about the irregular power supply.

Further, Headmaster, Abong Lego said that, 'good coordination between teachers and parents is vital for improving academic performance of the students'.

The Headmaster also explained about the importance of Aadhaar cards and bank accounts.

Parents from villages like Kiyit, Ngopok, Borguli, Seram and Namsing also gave feedbacks and suggestions during the meeting.

DC issues action against illegal hawkers

ITANAGAR, Aug 19: The Capital Administration has issued an order to take necessary action against illegal hawkers in the Capital Complex.

The Deputy Commissioner noted that various illegal hawkers selling balloons and other knick knacks are roaming within the Capital Complex and creating nuisance for residents and commuters on the highway.

He directed circle officers Moyir Kato and Dr Heera Panggeng to take necessary action against such illegal hawkers as per various provisions of law, including deportation from the Capital Complex.

The Superintendent of Police has also been directed to provide police personnel as and when required for such evictions and deportations.

Crackdown on kutcha latrines and pigsty

PASIGHAT, Aug 19: The East Siang District Administration has started crackdown on illegal construction of pigsty, kutcha latrines and broiler poultry houses within Pasighat township area to maintain a clean and hygienic atmosphere.

Stating that construction of such pigsty, kutcha latrines and poultry houses create a dirty and unhygienic atmosphere in Pasighat Township, the District Administration in an order asked the public as well as government employees to remove such constructions from their respective residential areas, government quarters and private residential houses.

Such constructions are mainly observed in areas from Pane Korong source to Siang confluence, at various government residential quarters, private residential houses and commercial establishments, the administration said, adding that violators of the order will be booked and action will be taken against them as per law.

Meanwhile, East Siang Deputy Commissioner Tamiyo Tatak has issued another order putting a temporary halt on conduct of firing practice at Ranaghat firing range near Dangoria Baba Mandir from August 19 to September 7 in view of the ensuing Solung Festival.

Arunachal receives e-governance award for e-ILP

ITANAGAR, Aug 19: The Indian Express Group has conferred the e-governance award on Arunachal Pradesh for the "e-Inner Line Permit (ILP)" project implemented by the Department of IT & Communication under the 'Outstanding Technology Project for Connecting the Unconnected' category.

Receiving the award on behalf of the state government on Saturday during the Express Technology Sabha at Goa, IT&C Commissioner Special Secretary, Prince Dhawan said that this is a huge motivation for the IT Department. The e-ILP will truly boost the tourism scenario and open up the economy of the state to newer and exciting possibilities, he added.

The Technology Sabha Editor's Choice Awards/Recognitions for Excellence in e-Governance are presented to the most innovative and effective projects that have demonstrated excellent usage of technology for creating maximum impact with respect to demonstrating e-governance.

Under the e-ILP project, the web portal www.arunachalilp.com provides visitors to apply and obtain the mandatory inner line permit online from anywhere in the country.

Students attend legal awareness camp

YINGKIONG, Aug 19: A day-long legal awareness camp was organised by the Upper Siang District Legal Services Authority (DLSA) for the students of Government Girls Residential School on Saturday to sensitize them regarding schemes available under legal aid services and various provisions of law.

Addressing the participants, Secretary DLSA, Mary Kamsi briefed about the programme and schemes available under legal aid services and urged them to avail its benefits.

Resource persons Dubom Tekseng and Dipi Tasing spoke on topics like, Protection of Women Against Domestic Violence Act, 2005; Concept of Sec 125 CrPC; Arunachal Pradesh Victim Compensation Scheme, 2011; Access to Justice for all under Legal Service Authority Act, 1987;POCSO Act and Juvenile Justice Board.

Meanwhile, the Arunachal Women Helpline (WHL) conducted a door to door awareness campaign at Model Village, Naharlagun the same day to generate awareness regarding violence against women and government sponsored women empowerment schemes.

During the campaign, the WHL team distributed pamphlets and explained to the public about the function and objective of the helpline.

Disbursement of TAH compensation for L/ Subansiri soon: DC

ZIRO, Aug 19: Lower Subansiri Deputy Commissioner, Kemo Lollen has assured that re-assessment of Trans-Arunachal Highway undertaken by three different committees of Ziro,Yachuli and Raga shall be stopped henceforth and disbursements of compensation will begin at the earliest.

The DC was addressing a meeting held in his office chamber on Thursday last with the representative of the All Lower Subansiri Trans-Arunachal Highway Land Affected People's Forum (ALSTAHLAPF) regarding early disbursement of compensation to the affected people.

Apprising the members regarding pros and cons of the land acquisition system and causes for delay in according sanction by the MoRTH, the DC further said that a block-wise list of affected people will be furnished for wide publication before disbursement of compensation.

Earlier, the affected people's representative had appealed to the DC to forgo the re-assessment undertaken by three different committees of Ziro, Yachuli and Raga saying that it is causing undue delay in the compensation process. They also submitted a representation regarding early disbursement of compensation without any delay, giving August 23 as deadline.

The ALSTAHLAPF has further appealed to all NGOs and individuals of the district and state not to dilute the issues relating to Trans-Arunachal Highway in Lower Subansiri district as the affected peoples' forum is looking for early construction of highway. It asked the authorities not to entertain appeals or letters from any organization or individual regarding the highway in Lower Subansiri district.

The Doklam standoff between India, Bhutan and China started on June 16, 2017 and the face off continues after 67 days. The Doklam plateau is located at the tri-junction of India, Bhutan and China near the Sikkim border. Doklam is a disputed area between Bhutan and China. India's intervention is due to the 1949 Indo-Bhutan friendship treaty. The 1949 treaty has recently been superseded by the Indo-Bhutan Friendship Treaty of 2007. The issue has been on the boil with allegations and counter allegations from both sides.

India shares 4000 km border with China. For decades there have been many border disputes along this border. The major disputes are in Kashmir, Sikkim and Arunachal Pradesh. There are smaller issues in Uttarakhand and Himachal Pradesh. In Kashmir, 38000 square km of Indian claimed territory in Aksai Chin is already under Chinese control. China and Pakistan are building strategically significant China-Pakistan Economic Corridor which links Xinjiang province of China and Gwadar port in Pakistan. A major portion of the road passes through northern Kashmir and Pakistan Occupied Kashmir. In the eastern sector, China has been claiming majority of Arunachal Pradesh as its territory calling it Southern Tibet, and now the Doklam standoff in the Sikkim-Bhutan-China tri-junction. Readers may recall that Sikkim was a separate kingdom and joined India only in1975 after a request by the Sikkim Government and a referendum.

China cannot be compared with Pakistan. China is a major world power with a very robust economy and a very large, motivated military. Though China also has many disputes with other nations like Vietnam, Philippines, Japan, Taiwan etc, China has a robust indigenous military industry and manufactures majority of its aircraft, ships, submarines, tanks, weapons and ammunition. India imports majority of its aircraft, ships, submarines, tanks, weapons, ammunition and is dependent on other nations for weapons and ammunition.

India and China has already fought one war in 1962. Many rivers of Arunachal Pradesh and India originate in China. Strategists and policy makers should understand that China is a different kettle of fish. It is rhetoric based on hubris when the Indian Army chief announced recently that the Indian Army can handle a two and half front war. Even the mainstream India media is playing a jingoistic role adding salt to the fire.

The rhetorical statements by senior officials and politicians need to be moderated. The dispute needs to be resolved by diplomatic methods. Any war will put back both India and China by at least 20 years. Historically, there is a tendency to look down at the Chinese. Even in 1962, India followed a Forward Policy leading to disastrous consequences. It seems the present leadership is again adopting a Forward Policy without adequate soul searching about own capabilities. As a nation, we cannot base our policies depending on claims of support by other nations. History shows that most supporting nations will not commit their forces in case of an actual conflict. It is imperative to have the capability and strength to fight and win our own battles.

In the Arthashastra, our great strategist Chanakya stated the Mandala concept in 300 BC, that two neighbours can never be friends. He also gave many ways of resolving conflicts. Our leadership also needs to adopt and follow some Chanakya Niti. Unlike places like Delhi, Mumbai and Kolkata, Arunachal Pradesh is a border state and would be the battleground state. Some veteran Arunachalese who have experienced the scary and bad times of 1962 are still alive. The national leadership needs to understand that Arunachal may be the battleground, but the bigger weapons will fall some place deeper. Belonging to a border state, Arunachalese need to be more circumspect and pragmatic. War occurs when diplomacy fails. Time for some genuine Indi-Chini, Bhai-Bhai! Government extends GST return filing date to Aug 25

NEW DELHI, Aug 19: The government on Saturday extended till August 25 the last date for filing returns and payment of taxes under the GST regime after the GSTN portal faced technical issues because of a huge rush.

Earlier, the cut-off for filing maiden GST returns for July was scheduled to end on Sunday, August 20, which explained the heavy traffic at 'www.gst.gov.in'.

But the portal suffered technical glitches as it was unable to take the load. The government has now extended the deadline by 5 days.

In a statement, the finance ministry said: "The GST Implementation Committee, consisting of state and central government officers, has taken a decision to extend the last date for payment of GST for July 2017 to August 25, 2017."

It said certain flood-hit states as well as Jammu and Kashmir had sought an extension.

For taxpayers who have to claim credit for past taxes paid by filing form TRANS 1, the last date for returns will be August 28.

"In order not to face any last moment technological difficulty in submission of returns, all taxpayers are requested to kindly file their return well before 25th / 28th of August 2017 and not wait for the last date," the ministry said.

Since today morning, traders across the country experienced difficulties in filing returns and uploading GSTR 3B on the GST Network portal -- the company mandated to build the IT backbone for the new indirect tax regime.

GST Network took to twitter, saying, "The GST portal is experiencing some issues. Kindly try after some time."

The filing of maiden GST returns for July commenced on August 5.

As the trouble surfaced, the website of 'gst.gov.in' ran a scroll: "We are experiencing slowness and are working to improve the response. Please bear with us."

Under the Goods and Services Tax (GST) regime, which was implemented from July 1, businesses are expected to file monthly tax returns.

While 72 lakh assessees of the old indirect tax regime have migrated to the GST Network portal, nearly 50 lakh have completed the migration process.

Enhanced pay scale for army doctors

NEW DELHI, Aug 19: Enhanced pay scales for medical officers and specialists in the Army have been approved by the government.

"Govt approves enhanced pay scales for OIC (Officer In- charge Polyclinics), medical officers and dental officers to Rs 75,000 and all specialists to Rs 87,000 for the first year and Rs 1 lakh for the second in ECHS (Ex-servicemen Contributory Health Scheme) polyclinics wef (with effect from) from August 17.

"ECHS is looking forward to quality doctors and dedicated care of veterans and their depen-dants," Additional Directorate General of Public Information, Indian Army, tweeted yesterday. (PTI)

Gidii Yameng, Chimpu BN Ane register easy wins

ITANAGAR, Aug 19: Gidii Yameng and Chimpu BN Ane on Saturday registered easy wins over their opponents Sisang Angong and Chandranagar Ane respectively in the Itanagar Solung Festival Football Tournament.

Tason Saroh scored four goals and Taga Karpuk one in Gidii Yameng's 5-2 victory over Siasang Angong at DNGC playground.

Bakin Tamut and Oge Megu were the scorers for Sisang Angong, and Tason was adjudged player of the match for his excellent four goals.

Chimpu BN Ane also trounced Chandranagar Ane 5-0.

Solung United FC Veteran beat Banggo United FC 2-0. Kaling Tatin and Tahang Tatin scored one goal each for the winning team. Taniber Jerang was adjudged player of the match.

Adi Mising orgs provide relief to flood-hit Assam

RUKSIN, Aug 19: A joint team of the Adi Mising Baane Kebang (AMBK), ABK (WomenWing) and Takam Mising Poring Kebang (TMPK), led by AMBK secretary Okom Yosung on Saturday visited flood hit areas of Dhemaji and Lakhimpur districts and distributed relief items among the affected people.

The team met flood affected villagers in Gogamukh Phulbari and Rotua of Dhemaji and Pohumara areas of Lakhimpur areas and distributed over 20 quintals of rice, besides cloths, buckets and cash.

Earlier, the joint team rushed to Laika-Dhodia area in Upper Assam and helped the flood hit tribal families with cash and kind.

The AMBK (Assam-Arunachal Joint Committee) sources informed that their joint efforts of relief distribution would reach to flood affected families of Majuli next week.

APRB organizes financial literacy camp

RUKSIN, Aug 19: The Ruksin branch of Arunachal Pradesh Rural Bank (APRB), with support of NABARD organized a daylong financial literacy cum credit recovery camp at Ruksin office on Saturday.

APRB Branch Manager Mita Dev elaborated the procedure of opening bank accounts under Prime Minister Jan Dhan Yojana and the importance of linking of Aadhaar number with bank accounts for Direct Beneficiary Transfer (DBT) system.

She advised the account holders not to assign or authorize other persons in financial transaction.

Informing that huge amounts of money granted under credit schemes have been lying un-recovered, the banker appealed to the leaders and GBs to help the institution in recovering the credit amounts.

Ruksin Anchal Chairperson Aruni Jamoh, Ngorlung GP Chairperson Monuj Taying and other PRI leaders raised queries on management of APRB and its ongoing financial schemes, which were cleared by the branch manager.

The bank branch earlier conducted such financial literacy camp at Bilat- Bamin village in Ruksin sub-division in May this year.

The camp was attended by Panchayat leaders and gaon buarhs and public leaders of Ruksin area, besides officials of Ruksin Block Development Office.

Science awareness cum communication prog

KIMIN, Aug 19: Kimin SDO J Padung inaugurated a two-day science awareness cum communication programme at Government Higher Secondary School auditorium on Saturday.

In his inaugural address, Padung said science and technology have made life easier for communication, but advantages and disadvantages of the technology depend on its utilisation. He lauded the Science and Technology Department for organizing a first of its kind event in a grand way.

He also called upon the faculty members, students and parents to preserve the environment, apart from maintaining good health and sound mind.

The two days programme includes poster making, drawing, painting and essay competition on science and technology.

ITANAGAR, Aug 19: The Director of Postal Service, Arunachal Pradesh Division has revoked the suspension order of P P Sharma, then Post Master of Chowkham SO with effect from August 16, 2017, with recommendation of the review committee and approval of the competent authority, according to an official order issued by Director Postal Service, Arunachal Pradesh Division.

KVKs celebrate World Honey Bee Day

ITANAGAR, Aug 19: World Honey Bee Day was celebrated by various Krishi Vigyan Kendras (KVKs), highlighting the importance of bees in crop production.

KVK, Tawang celebrated the day at Kitpi village, involving the farmers.

All the KVK staff along with the ADO of Kitpi circle visited the village and encouraged farmers to take up apiculture as a source of income generation.

KVK, Changlang celebrated the World Bee Day in its office premises at Jairampur. The Subject Matter Specialist from the kendra demonstrated methods of bee keeping and taught how a farmer’s economy can be enhanced through it.

Pollination is needed for plants to reproduce and bees are important pollinators, the farmers were taught.

The programme was followed up by a farmer- scientist interaction.

World Honey Bee Day was also celebrated by Tirap KVK with various programmes.

KVK training, New India Manthan

ITANAGAR, Aug 19: Krishi Vigyan Kendra (KVK) Anjaw conducted a training programme of Mera Gaon Mera Gaurav (MGMG) on poultry farming for livelihood improvement in the rural community at Supliang village on August 17 and 18.

The subject matter specialist in Animal Science of the KVK imparted knowledge to farmers on poultry housing, feeding, vaccination and rearing management, including bio-security measures.

He informed the farmers about five major diseases in poultry, namely IBD, ranikhet, CRD, fowl cholera and fowl pox, which can be prevented through regular and routine vaccination and supplementing nutrient deficiencies.

In total, 28 birds were vaccinated against ranikhet disease using lasota and R2B strain vaccines, depending upon the age of the birds.

The training was attended by rural youths, farmers, farmwomen and goan burahs.

KVK, Upper Subansiri observed and organised New India Manthan- Sankalp Se Siddhi in Rijo conference hall on Saturday, where local MLA Dikto Yekar appealed to the farmers to take up technological farming practices with great interest.

Upper Subansiri DC, A K Singh advised for better cooperation between farmers and officials to work together, and assured to ensure proper implementation of the schemes released under the New India Manthan.

SMS Agriculture Extension, Topi Riba gave a presentation on 'Doubling Farmers income'. She critically examined and explained the possibilities of doubling farmers' income through various possible scientific interventions, knowledge and farming practices.

The programme was attended by Agriculture and allied HoDs, PRI members and 74 farmers from various villages of the district.

NAHARLAGUN, Aug 19: A mass social service was organised in D-Sector area (Ward No-22), Naharlagun on Saturday.

Participating in the social service, local MLA cum Parliamentary Secretary, Techi Kaso appealed to all to take part in cleanliness drives. "It is the responsibility of everyone to make their surroundings clean", he said.

IMC Councillor Tarh Pacho, students, tempo/auto drivers and local residents took part in the cleanliness drive.

Regio Tapu and Niktar Bhai scored three and two goals respectively in TPFC's win against Borum United.

In other match, Om Pachi FC beat Degio Welfare Society FC 2-1. Tagio Raju and Sanjay Yangpo scored for the winning team. The only goal for the losing team was netted by Kento Loya.

ASC and TUFC win in Abotani Cup

ITANAGAR, Aug 19: Arunachal SC (ASC) and Todo United FC (TUF) won their respective matches in the U-17 Abotani Cup 2017 played on August 19.

Arunachal SC beat Huto English School with 3-1 goals, where Kipa Talo scored all the three goals. Later, he was adjudged man of the match.

Taba Tager scored the consolation goal for Huto English School team.

Todo United beat Next FC 3-0 in the second match.

Tailyang Cosy,Ratan Osen and Tami Nani were the scores. Ratan Osen was declared man of the match for his performance.
